City Cast Chicago
🤓 All about that CPS budget
August 3, 2026 · — Emmi Mack
Hey Chicago! Lolla is over; back to life as usual here in the Windy City, aka a lot of CPS budget drama! All that and more in today’s newsletter.
Also, I’m kind of obsessed with this guy living in his beached boat at North Avenue to protect it from Roman candle-toting teens. He sleeps with Gatorade and a knife.

Today's Big Story

All the Budget Back-and-Forth
In an unprecedented move, the Chicago Board of Education rejected the budget proposed by Chicago Public Schools late Thursday, instead approving a revision that cancels 1,000-plus layoffs.
Here’s what that means.
CPS’ proposal: After much lead-up, CPS ultimately put forward a roughly $10 billion budget that would have laid off more than 1,500 employees, including 760 teachers, in order to address budget shortfalls. At the last moment, five furlough days were removed from the plan.
- Important: Latino high schools would have been hit hardest by teacher cuts.
What passed: The Chicago Board of Education approved a revision that avoids layoffs. Instead, this budget relies on an assumed $150 million from the state. That budget passed 11-7, and all those in favor are aligned with the Chicago Teachers Union.
- However: According to CPS, even if Springfield introduced additional funding, it wouldn't come in time — which could lead to legal liabilities for the board.
- Remember: A decision needed to be made last week in order for CPS to make September payroll.
Persistent budget woes: Leading up to Thursday’s decision, CPS has struggled amid ongoing budget shortfalls.
- This year: CPS faced a $700 million-plus budget gap.
- Last summer: CPS also faced a massive budget hole while struggling to choose an interim CEO.
- Recently: The Illinois Federation of Teachers sued Cook County Treasurer Maria Pappas in an attempt to receive property tax funds.
A school board shake-up: This November, Chicagoans will vote on the city’s first-ever fully elected school board. But following weeks of objections to nomination papers, five of those 21 seats will be uncontested. One bumped candidate, Tameka Walton, has CTU backing and says she’ll challenge incumbent Che “Rhymefest” Smith as a write-in.
- Across Chicago races: Proving signatures is an uphill battle.
- Hmmm: Should school board members be paid?

What's CITY Talking About
Judge Expands Lawsuit Against CPD to Include All Black, Latino Drivers
The American Civil Liberties Union of Illinois has an ongoing lawsuit against the city, accusing Chicago Police Department officers of disproportionately stopping Black and Latino drivers. Now, a federal judge has certified its class-action status to include all Black and Latino drivers pulled over in the past five years — or who may be pulled over in the future. [WTTW]
Illinois Joins Other States To Hold ICE Accountable
State lawmakers from Illinois, Minnesota, Colorado, Utah, Maryland, and more gathered in Chicago to discuss local pathways to hold federal agents accountable for breaking the law, since pursuing them on the federal level is so difficult. Last year, Illinois passed laws allowing residents to sue immigration agents, and there’s an ongoing call for those whose rights were violated to step forward. [Block Club]
$400 For Illinoisans Hurt by SNAP Cuts
About 100,000 people in Illinois are receiving a one-time $400 LINK deposit from the Families Receiving Emergency Support for Hunger Program. The FRESH program aids people who lost some or all of their SNAP benefits following recent federal cuts. [NBC 5]

Trump’s Funding Freeze Could Mean More Invasive Carp
The Brandon Road Interbasin Project in the Des Plaines River is considered essential in stopping Asian carp from invading the Great Lakes. But recently, despite about $2 million worth of material on site, contractors received a work stoppage order from President Donald Trump’s administration. It’s the latest move in a political fight over the environmental project. [Sun-Times]
